In actuality, a motherboard can speed up your computer. If your motherboard has IDE ports and usb 1.0, your computer hard drive and its peripherals will be slower, comparatively, to a motherboard with SATA ports and usb 2.0.

Although I do realize that it is the cpu and ram that largely affects the speed.

#3 is kinda awkwardly asked. Can a motherboard really house a BIOS when the BIOS is just a piece of software that tells the things attached to it what to do??? Technically the motherboard houses everything else just by the fact that they must connect to it to work.

A good motherboard will effect the speed of a computer, many motherboards limit the amount of ram or processors that can be used, so yes the motherboard effects the speed....
